People for the Ethical Treatment of Animals has offered a $5,000 reward for the person who dragged a puppy behind a car, severely injuring it. The person then tied the injured puppy to a tree near a veterinarian clinic. No arrests have been made in the case. The puppy, nicknamed Cody by officials, is recovering from its injuries. "Animal abusers are cowards," said PETA Casework Division Manager Martin Mersereau. "They take their issues out on the most defenseless beings available to them." "Clayton County residents have reason to be concerned," Mersereau said. "According to leading mental health professionals and law enforcement agencies, perpetrators of violent acts against animals are often repeat offenders who pose a serious threat not only to other animals but to the community as a whole." PETA is also distributing a new anti-violence public service announcement to television stations serving Clayton County.
