Two indicted on charges of harming children

A Clayton County grand jury has found probable cause a baby boy was murdered and a 13-year-old girl was sexually abused last fall.

In unrelated incidents, the grand jury passed down separate indictments Wednesday charging a 22-year-old from Riverdale, and an 18-year-old from Conley, with charges related to harming children.

Stephen David Templier, a 22-year-old father, has been indicted on charges he murdered his infant son. The boy, 10-week-old Zion Ronald Templier, died on Oct. 22, from an extreme blow to the head, according to court records.

The elder Templier was allegedly the only person around the child at the time of the injury. The murder indictment alleges he threw the infant boy up against an unknown object.

"There were two separate fractures to the skull, either of which could have caused the death of the infant," according to the arrest warrant sworn out by a Clayton County Police Department detective.

The Riverdale father reportedly told police the baby fell on his head, but a Georgia Bureau of Investigation autopsy found the story didn't match the facts.

Summarizing the autopsy results, the detective wrote, "The trauma could not have been caused by the fall, as the wound was caused by extreme force."

In a separate indictment, the grand jury found an 18-year-old Conley man had multiple inappropriate relationships with a 12-year-old boy, and a 13-year-old girl last June.

Todd Olijahjuan Russell, also known as Jamal, allegedly smoked marijuana with the youngsters.

According to a warrant for his arrest, filed at the county courthouse by Clayton County Police, Russell was watching a pornographic video at the time, and masturbated in front of the pre-pubescent siblings.

The grand jury indictment charged him with contributing to the delinquency of a minor, and a number of charges relating to the alleged lewd behavior.

Five months after the initial incident, Russell was charged by the same Clayton County Police detective, with having sex with a 12-year-old girl.

According to the arrest warrant, Russell "did have knowledge of her true age" and had sex with the child three times in November, and once in December, last year.

The grand jury indicted the Conley 18-year-old on a number of charges relating to the alleged pedophilia.
