A 27-year-old Atlanta Police officer, who lives in Rex, has been arrested on charges he raped his neighbor.
Edward L. Rabb allegedly admitted to Clayton County Police "the woman said 'no' when he put his hand under her shirt," but he continued his sexual advances, anyway, because she was "shy," and had "low self-esteem," according to court documents.
When the woman told him to stop and told him it hurt, Rabb said "that this is what she needed, and what she liked, and that he did not want to hear her whining, because that is what he hears all day from the people at work," according to the police report.
Rabb is a member of the Atlanta Police Department's "Red Dog Unit," an elite, street-level interdiction team focusing on drugs and drug-related violence. He is currently suspended.
The woman, who is not being named because of the nature of the alleged crime, told Clayton County Police officers her boyfriend had told her if she ever needed anything, she could trust the neighbor, "because he's a cop."
Rabb, who was apparently known to his neighbors as "Ed, the cop," had invited her over to watch a movie, on April 23, at about midnight, and she had asked to use his shower, because the hot water wasn't working at her house.
When the woman got out of the shower, Rabb was reportedly watching Denzel Washington in "Man on Fire," but seemed more interested in touching her than watching the movie. She told him "no," according to the arrest warrant filed in Clayton County court, and he reportedly told her to relax, "she was over-thinking the situation."
The woman reported she said, "No, I don't want this. Stop. It's not right. Stop." Rabb allegedly held her down on his bed "with her right arm behind her back and pushing her face down into the bed as if he was trying to arrest her," and raped and sodomized her, according to police reports.
Afterward, the woman said, he gave her a cloth, told her to clean herself and not get the blood and semen on his bed, and then he began picking hairs out of the bathroom "as if he was cleaning up evidence of a crime."
According to the arrest warrant filed by the police detective, the woman was examined by a doctor at Southern Regional Medical Center and the doctor found some evidence "consistent with rape."
Rabb cooperated with the police investigation. He allowed them to search his home and turned himself in on Wednesday, when he was informed detectives had a warrant for his arrest.
According to his attorney, Lance W. Tyler, Rabb "cooperated with the investigator and the police 100 percent."
The 27-year-old reportedly told police he wanted to "get this cleared up." The Atlanta officer maintains he had sex with the woman, but that it was consensual.
Rabb's first appearance in Clayton County Court was Thursday afternoon. His probable cause hearing has not yet been scheduled.
