Carlotta Harrell is a native of Atlanta and educated in the Atlanta Public School System. I received my Bachelor Degree in Public Administration from Brenau University in Gainesville, GA.
I spent sixteen years in law enforcement in many facets doing my best to uphold the law and make your neighborhoods, schools and streets safe. I attended the Clayton County Regional Police Academy and The Georgia Police Academy where I received post certifications as a Police Officer, Probation/ Corrections, Drug Agent, and in Supervision. I have served and protected your neighborhoods, I have mentored and taught safety and drug awareness in your schools, and I have put drug dealers, sex offenders and other criminals behind bars.
I spent twelve years as a substitute teacher in the Public School System. . I have been involved in policy development and implementation, curriculum planning and development, budgeting, training, grant writing, and conflict resolution. I have worked with numerous non-profit groups, community groups and associations, and churches in the development of programs for youth at risk, mentoring programs, tutorial and reading programs, summer enrichment programs with the vision in mind to make a difference in someone's life or community.
I currently consult with local municipal governments and nonprofit organizations in order to create economic development opportunities and or to identify funding resources for various projects or community based programs. I have has success in public and private partnership development which has generated affordable housing, commercial and mixed use projects, creating jobs and economic opportunities for local businesses utilizing a variety of public and private funds. The relationships developed have enabled me to maintain positive relationships with investors, community leaders, and political leaders on a local, state and national level.
I serve on the board of the Greater Piney Grove Community, Inc., (Finance Chair) and Step Up In Georgia, Inc. (Board Member); Member of American Business Women Association (ABWA), National Council of Negro Women (NCNW), Forest Park Christian Ministries Association, Clayton County Ministries Conference, and Coalition of Christian Ministries
