Former teacher indicted in sex case

A former substitute high school teacher was indicted Wednesday for allegedly having sex with two students, one of whom impregnated her with twins, according to court documents.

Rene Chantel Frank, 28, of Riverdale, was indicted on two counts of sexual assault against a person in custody. Warrants allege that Frank had sex with two Charles Drew High School students off campus.

Police said Frank started having sex with a 17-year-old student Jan. 1, and continued until May 4, when the relationship was reported to officials. The relationship began when the boy's father asked Frank to drive his son home.

Frank was also allegedly having sex with a second student during the first two weeks of February. Police said all the sex acts occurred inside Frank's car and while it was parked on Lexington Drive in Jonesboro.

Frank was arrested in June and told police she was pregnant with the 17-year-old's twins. She has been out on bond since June. She was terminated from her job.

Water boarding?

In other indictments, two former personal care facility workers face charges they used a water-boarding torture technique on a patient suffering from severe dementia. Cicely Matrice Reed, 30, of Jonesboro, and Jermeller Shartell Steed, 35, of Riverdale, were indicted for false imprisonment and battery to a person in a personal care facility.

Clayton County Superior Court records allege that the two argued over ice cream with a dementia patient at Carestone in August 2008. The patient, 91, was held against her will and locked inside a shower at the facility, said police.

Inside the shower, police said the two workers held her down using the shower curtain and used the shower nozzle to obstruct her breathing in a manner similar to water boarding.

Water boarding is a torture technique used by the United States most recently against terror suspects in the early 2000s. The government has since outlawed its use. The technique mimics the effects of drowning.

Commercial gambling

A Stone Mountain woman has been indicted for commercial gambling and keeping a gambling place. The warrants issued against Hong Thanthi Nguyen,36, allege that she operated a gambling place at Cafe Nho in Lake City. She was arrested in 2009 and is out on bond.
