BOC replaces tax dollars with more tax dollars

County fixing $2.48 million grocery store purchase

— The Clayton County Board of Commissioners has decided to spend $2.48 million in property tax dollars to replace sales tax dollars used to buy a grocery store last year.

County attorney Jack Hancock said the old Ingles building on Ga. Hwy. 54 in Lake City was bought with 2004 Special Purpose Local Option Sales Tax funds. The grocery store could be purchased with that money only because the county intended to convert it into a recreation center.

“It has since been determined by consultation with the economic development director that a better use of that property is a non-recreation purpose,” Hancock said.

County economic development officials rented out the facility to producers of “Scary Movie 5” this fall, for use as a temporary sound stage and they have indicated a desire to use the building to attract more film projects to the county.

However, the 2004 SPLOST approved by voters did not include a movie set on its projects list, so funds from that account can’t be used to buy one. That SPLOST was intended to fund construction of recreation centers across the county.

Therefore, Hancock said, the county had to reimburse the SPLOST account to make up for the change in the intended use of the old grocery store. His presentation to commissioners brought applause from a couple of residents who were present to witness the commission’s vote.

Wow !, That was stupid. Now we own a closed down grocery store in Lake City. Guess who pays the city taxes for that property? I guess that using the VIP building for a sound stage at the beach where they filmed the movie at would have been a bad idea. Good enough for the Olympics but not good enough for Hollywood. And how did a decade long closed down grocery store cost two and half million anyway? I'm sure the property owner would have been glad to rent it out for far less. There are so many closed down grocery stores in the county they could have called them all in and let the bidding begin with the lowest bid winning. I hope the new board and commissioner proves to be smarter than this but I'm not holding my breath.

.......I don't know much about Lake City, except that it borders with Forest Park, and The City of Forest Park's Recreational Facilities is second to none in the county.

....Riddle me with this puzzle :

......Why does Lake City, all of sudden, find it necessary, in our current economy crisis, to have a need for a recreational facility ?

Just as a bank robber offers to return the money once caught, so have the Commissioners tried to backtrack now that their INTENTIONAL and ILLEGAL misuse of public funds, violating the fiduciary trust and blatant unethical behavior has seen the disinfectant of sunshine.

I call for an immediate criminal investigation by competent authority to flush the rats out of their nest.

The Alabama Sec. of State records clearly show the LLC seller closed his LLC WEEKS after the sale of the strip mall to the county. Records in the Clayton County Clerk of Courts show the property was sold for $10 NOT $2.4 million. There are three active businesses on this property, a pizzeria, a dry cleaners and a nail salon. Why is the county in the business of being a landlord and WHO is being paid the rent? What fund did those rent monies go into (co-mingling) if any? Why should the citizens be exposed to liability should a fire or other danger occur as the county is the slumlord? Now that the property is owned by the county,

Commissioners or Mr. Hancock, release the minutes from the closed to the public executive session at which the details were discussed and the scheme hatched. Show us HOW MUCH Mr. Azur, the county purchase agent, was paid in commission for brokering this agreement (I'm sure it was the "regular" rate now was it?. Subpeona not only payment records but records from private bank accounts as well. It is naive to presume this property was purchased for a "Rec Center" and for Mr. Hancock to postulate this in front of County Citizens certainly raises more questions concerning his intenet.. Why the Clayton County legal staff shot that idea down as being illegal when the schemes was first hatched. You know that Mr. Hancock as does the former disgraced County Attorney, Michael Smith. The scheme was profiteering pure and simple in a criminal manner. The perps need to be deposed but then again, they would probably just plead the 5th as is their habit of late wouldn't they? :)

Turner wanted to be elected so I hope that he was saying what certain voters wanted to hear at that time. Let us hope that he isn't a Bell in sheep's clothing, or rather Crandle Bray in sheep's clothes with plans to force another transit issue on an unreceptive populace.

In my opinion making money online seems to be one of the greenest business. With an initial investment, in a few years that investment will be recovered. Also you don't have to pay so many taxes to the Government. Nowadays it's easy to find ways of making money. Try them and you won't regret it.
