MORROW — An attorney hired by Morrow City Council members has told the Clayton News Daily his clients failed to keep minutes during an closed-door executive session.
When asked if the council had violated the state’s Open Meetings Act by hearing arguments and receiving evidence against Mayor J.B. Burke and then taking a vote to discipline Burke behind closed doors, attorney Chris Balch said he would not discuss the issue further, citing attorney-client privilege. However, he then added that he did not know what actually happened in executive session because “no minutes were kept.”
Once again it seems, at least according to their own attorney, the city council is on the wrong side of the law.
The state’s code, O.C.G.A 50-14-2(a), specifically requires that minutes of executive sessions be kept.

....Should The City of Morrow be concerned about the firing of one city clerk for failing to record the minutes, at a single meeting, while the city in crumbling underneath their feet ? ...Another way of putting this; If you knew that a ship was sinking, what would be the first place, where you would be walking to : The Gift Shop or The Life Boats
