JONESBORO — The Clayton County Board of Education will decide on bids to install video surveillance and access control security systems at 17 of its schools.
Superintendent Luvenia Jackson is recommending the board approve contract negotiations with the lowest of two bids to complete the projects.
OnePath Systems LLC in Marietta submitted the lowest bid at $577,079, said SPLOST coordinator John Holloway, who presented the offer during the board’s Nov. 18 work session.
Holloway said additional costs associated with the projects, including architectural and engineering fees and contingencies, are anticipated to equal $685,786.90. He said it would be funded with SPLOST IV dollars.
The board is expected to vote on the bid during its Dec. 2 board meeting.
The meeting agenda also will include the district’s legislative priorities for 2014 and a vote on the superintendent’s recommendation to approve Elite Scholars Academy’s one-year extension request, extending the start-up charter to June 30, 2015.
The academy’s governing board is expected to submit a charter application to the district on or before August 2014 for approval of a five-year petition for July 1, 2015, to June 30, 2020.
Officials reviewed the board’s monthly reports on purchasing, finances, construction and SPLOST IV revenues during Monday’s work session.
The board is expected to vote Dec. 2 on a resolution seeking a Title 50 Waiver from the Georgia Board of Education’s Rule 160-5-1.29, which requires local school districts to spend a minimum of 65 percent of their total operating expenditures on direct classroom expenses.
The district spent 62 percent in the classroom for the 2012-13 school year, according to state estimates.
Chief Financial Officer Ken Thompson said the district continues to experience declines in revenues due to a shrinking local tax base and state funding cuts. He said failure to obtain a waiver could result in sanctions at the discretion of the State Board, including the possible withholding of state funds.
The board will meet at the Clayton County Public Schools Administrative Complex, 1058 Fifth Ave. in Jonesboro.
