JONESBORO — After nearly eight months of work, the Clayton County Board of Commissioners’ ethics advisory committee will make recommendations for improving ethics in county government Tuesday.
The committee has spent months reviewing 2008 ethics recommendations and looking at how to improve upon those suggestions. It was originally scheduled to take 90 days, but the committee had to twice get extensions from commissioners to complete their work.
When the last extension was granted in October, committee chairman Larry O’Keeffe promised to have a report ready by December, and the commission’s meeting agenda shows the recommendations will be delivered six days under deadline.
The presentation will come during the commission’s business meeting at 7 p.m. at the Board of Commissioners building, 112 Smith St., in Jonesboro. A pre-meeting session, where items on the business meeting agenda will be discussed, will be held at 6:30 p.m. in the commission’s conference room.
But, whether the recommendations will be acted upon remains to be seen. The 36-page set of recommendations produced by the last ethics advisory committee, in March 2008, was never acted upon by county leaders. Those recommendations, which included a new ethics code and nine-member board to enforce it, are the foundation for the new recommendations.
In addition to addressing ethics issues, however, the commission will also consider a request to write-off $102,549.69 in receivables deemed “uncollectable” from the Clayton County Board of Education for School Resources Officers from June 2005 and June 2007.
The agenda shows the county is owed money for two June 2005 high school invoices for $31,243.72 and $18,955.74, a June 2007 high school invoice for $33,391.37, a June 2007 alternative school invoice for $4,604.96 and a June 2007 middle school invoice for $14,346.90.
In other action, the commission will vote on a request to spend $98,000 to install video surveillance systems in the county’s six library branches, ordinances to create the manager of capital improvement and Kinship Care leader positions, a resolution to add new duties for Chief Operating Officer Arrelle Anderson, a request for tax abatements for Duke Realty Limited Partnership and Recycled Shingles Solutions LLC for “the purposes of incentivizing new jobs and investment in Clayton County” and to accept a monetary donation to the Clayton County Economic Development Office from Central Georgia Electric Membership Corporation.
Economic Development Director Grant Wainscott said the donation will used to help fund the Clayton County Film Experience expected to open next year.
