JONESBORO Clayton County commissioners may resurrect a government job they abolished eight-and-a-half months ago.
A copy of the county commission's Oct. 15 meeting agenda, released to the public Friday night, includes the first reading on an ordinance to recreate the county manager position. The move is perplexing because the body voted to fire controversial former County Manager Wade Starr, and abolish his position, in a pair of votes that divided commissioners in late January.
The position was replaced with the chief operating officer spot held by Arrelle Anderson. She serves the same function that Starr held, which is to oversee the departments on behalf of commission Chairman Jeff Turner. If the county manager position is resurrected, it's not clear what roles Anderson and the county manager would play in county government.
Since the position is being created through an ordinance, it will require two public readings at consecutive meetings before commissioners can take a final vote on whether the position should be recreated.
In other planned action, commissioners will vote on an ordinance that would create a manager of capital improvements position. The vote will come after a second reading of the ordinance. The first reading was conducted Oct. 1
They will also vote on a resolution authorizing county officials to advertise a request for proposals for a transit planning and engineering services annual contract. There have been signs in recent months that a resurrection of public transit in the county may be on the horizon. The first sign was the announcement by officials in July that a mass transit feasibility study was to be performed before the end of the year.
With the exception of the state's GRTA bus service that carries residents into Atlanta, Clayton County has been without mass transit since the C-Tran bus system was shut down by the commission in March 2010.
The meeting will be held Tuesday at 7 p.m. in the boardroom at the commission's office, 112 Smith St. A pre-meeting work session will be held at 6:30 p.m. in the commission's conference chambers.
